Comprehensive Implementation of the Newly Enacted Tobacco Control Law in Hai Phong and Ha Long

The overall purpose of the project was to support and strengthen comprehensive implementation of the major provisions of the tobacco control law in Hai Phong and Ha Long by using an effective communication campaign, and supporting people’s committee in taking necessary measures to ensure effective enforcement.

The project has been funded by TFK and BP, and implemented in all 15 districts of Hai Phong city and in the tourism city of Ha Long from Jan 1, 2013 to Dec 31, 2014. CDS has continuously coordinated with the City People’s Committee, the Department of Health and the Center for Health Education and Communication to implement the project.

The project has focused on communication efforts and campaigns to raise public awareness about the health effects of tobacco use and the necessity of implementing the TC Law that was passed by the National Assembly of Vietnam in June 2012 and has come into force from May 1, 2013. The communication activities on Decree No 176/2013/ND-CP and Decree No. 185/2013/ND-CP of the government on sanctioning of administrative violations in prevention and control of tobacco harms have also been organized for the public, especially for hotels, restaurants and tobacco wholesale and retailed agents in order to increase the compliance with provisions of the Law. After being trained on how to handle violations on prevention and control of tobacco harms according to the two above Decrees, the enforcement groups in these two cities have regularly carried out their tasks and taken necessary measures to ensure enforcement.

The project activities have continuously helped reducing the tobacco use and exposure to secondhand smoke by changing social norms on smoking and tobacco use as well as encouraging the city leaders and people to implement smoke-free environments required by the TC Law.
