The smoke free jurisdiction has been realized by the issuance of Directive  04/2009/CT-UBND on Nov.5th, 2009 by Ha Long People’s Committee on strict implementation of tobacco control regulations in Ha Long city, with an enforcement mechanism. The enforcement of the policy has been supported by a communication campaign, with special emphasis on tourism settings, and capacity building workshops for various stakeholders (City leaders, government officials, women leaders, health workers, youth, school teachers, tourism managers and tourist agents) to stimulate behavior change and the compliance to the Directive for sustainability.
